Claiming against childbirth injury?

I'm 16 years old living in Ireland and I suffer from a birth injury called Erbs Paulsy. It is a condition affecting the shoulder with movement and strength ect. it affects my whole right arm. It was caused at birth by a doctor pulling my arm. I'm wondering is there anything I can do after all this time about it, like maiking a claim against the hospital or something?
