Should there be a childbirth law in the US?

I think there should be a three kid limit. More than three and they rule the parent. If you can not make it to the grocery store by yourself, you should not have children. If you do not make a certain amount of money, you should not be allowed more than YOU can AFFORD. Not the government. I think its pretty unfair that there are woman popping out multiple babies from multiple babies fathers and our HARD earned tax dollars are paying for their grape juice, oatmeal, cheeses and milks. We should take them into a deserted field and shoot them. Just kidding, that was uncalled for but I am half way serious.
