Who sings this song that hums dum dum dum dit do dum?

I have a song stuck in my head that I heard around 2008 (it was really popular). The beginning sounds like some sort of keyboard upbeat but if I were to hum it it would go dum dum dum dit do dum dum dum dum dit do dum and then there are vocals, I'm not sure what he is saying but it is not singing its almost chanting or talking. I know that's not much to go off of but Ive been searching. Its not the Police so please don't bother. I cant find it anywhere because I don't know the lyrics. Any help would be appreciated. Thanks!
